The Australian quotes trainer Anthony Cummings as saying he and other trainers were anxious about the limited information they had been given about the event, which he estimates in a worst-case scenario could close the racecourse for up to three months during preparations for the multi-million-dollar spring carnival and Melbourne Cup.
"The thing that's getting people out of sorts right now is the not knowing, that it's got to this late stage and people are unaware of the requirements and what they should be making preparations for," he said.
"I don't think anybody thought it out when this was first put forward. This is a working site: no thought was given to the 700 horses here."
Trainers are concerned about managing the costs of moving and accommodating horses, and about the disruption to routine.
"Plainly it's not satisfactory to be working the horses on a building site," Mr Cummings said, adding that it would be unreasonable to expect anyone other than the organisers to defray the costs.
A World Youth Day spokesman said the organisation was not aware of a meeting on Thursday, and the Jockey Club could not be contacted.
