Frank Quinlan has resigned from his position as Executive Director of Catholic Social Services Australia to take up a new appointment as the new CEO of the Mental Health Council of Australia. Also in the social services sector, Monsignor David Cappo, a key government policiy adisor, has called for a total overhaul of the way mental illness is treated.
