The publication is being viewed as a sign of support from the Vatican for those who wish to celebrate the Mass in Latin according to the 1962 rite, recently encouraged by Pope Benedict XVI's motu proprio instruction, Summorum Pontificum.
Earlier this year, Pope Benedict called on a renewed emphasis on celebrating mass in Latin - one of the outcomes from the October 2005 Synod of Bishops on the Eucharist in an Apostolic Exhortation, Sacramentum Caritatis.
According to Church rules adopted in the aftermath of the Second Vatican Council of 1965, congregations wishing to celebrate Mass in Latin were forced to seek permission from Rome or from their local bishops.
