The Albanese government is also considering upgrading funding arrangements to help frontline workers keep pace with higher inflation.

In a major shake-up of the Morrison government’s community-sector grants programs, Ms Rishworth will today tell an Australian Services Union (ASU) conference that the Government’s new approach will offer greater long-term certainty for service-delivery providers.

Ahead of the October 25 budget, government departments are evaluating the indexation of grant funding to ensure hundreds of community-sector and not-for-profit organisations are shielded from worsening economic shocks.

About 1.38 million people, or about 11 per cent of the workforce, are employed across the not-for-profit charity sector, which is supported by 3.4 million volunteers and growing at a rate of 7 per cent a year. The Department of Social Services administered $2.8 billion in community sector grants in 2020-21.

Speaking to ASU delegates from New South Wales and the ACT in Sydney today, Ms Rishworth will say she has asked the department about trialling “a new longer contract term for grants ceasing this financial year”.

“I am keen to see … if organisations will better plan for the future and provide greater certainty to their staff and the people they serve through this measure,” she will say. “At the centre of our approach will be supporting our community sector and not-for-profit organisations – who fundamentally support those most disadvantaged among us – as respected partners of this Government.”
