Anticipated salary range $80,297 to $88,759

REPORTS TO: Assistant to the Director: Legal & Human Resources
FULL TIME EQUIVALENT: 1.0 FTE

Primary Objectives

The Compliance & Risk Officer provides support in the development and implementation of compliance, including assisting in the enhancement and maintenance of the Risk Management framework. The officer further assists with managing legal, quality and ethical compliance requirements, and upholding and demonstrating industry best practice to reduce and manage risk across all areas of operations.

Organisational Environment

From January 2021, Catholic Education Sandhurst Limited (CESL) will be the newly instituted authority responsible for fifty-two schools across the Diocese of Sandhurst. It will also provide support and assistance to four secondary colleges owned and operated by Religious Institutes.

CESL participates and cooperates in the work of the Catholic Education Commission of Victoria (CECV), which has key responsibilities for the allocation and distribution of government funding, facilitating cooperation across the four Victorian Dioceses, and in working and cooperating with government statutory authorities.

The Director of Catholic Education acts as Chief Executive Officer for the Board of CESL and within its delegation schedule in the organisational, administrative, support and service matters related to Catholic schools within the Diocese.

The Director of Catholic Education and all delegations via that position operate within the parameters of Canon Law and the Catholic Church structures and processes. CESL will be the controlling and employing authority for its schools, and acknowledges and respects the role of Parish Priests within the parish communities in which schools are located and supported.

Key Responsibilities

  1. Coordinate and engender a culture of compliance within Catholic Education Sandhurst Ltd. Specifically:
    • raising awareness of issues associated with risk within all workplaces of Catholic Education Sandhurst Ltd.
    • coordinating the development, implementation, documentation and dissemination of relevant legislative changes, policy, procedures, processes, controls and guidelines to promote compliance and reduce risk across CESL work locations and operations
    • developing and delivering education and training programs to CEO and school team leaders and other key stakeholders
    • establishing and maintaining feedback/communication mechanisms to promote risk management and compliance
    • monitoring non-compliance risks and actively work with Leaders in ensuring that identified compliance risks are effectively managed
    • undertaking ongoing reviews (in accordance with an approved plan) to assess compliance with controls and their effectiveness
  2. Provide high quality and responsive risk management and compliance advice, including:
    • providing support in the identification, analysis and evaluation of compliance risks and the development of risk treatment plans
    • assisting in the development, implementation and maintenance of systematic monitoring and regular reporting of compliance, in line with internal and external obligations
    • working collaboratively with Catholic Education Office team leaders and school leaders to assess the impact of any legislative changes to operations and strategic objectives
    • developing and managing a master legislation register
    • attending CESL and school risk management committee meetings where required
  3. Assist schools with ensuring the alignment of risk and compliance frameworks and their overall strategic objectives, by:
    • supporting schools in the review and enhancement of the design and implementation of current systems and programs
    • facilitating and supporting the maintenance of compliance and risk registers
    • assisting schools to facilitate the identification of key compliance obligations, with the support of other key stakeholders, and translating those requirements into actionable policies and procedures
  4. Coordinate, administer and advocate for the utilisation of applicable compliance software across the Diocese of Sandhurst, including:
    • providing support and advise in the development, implementation, documentation and dissemination of relevant policy, procedures, processes
    • supporting schools with the implementation of the compliance system and the maintenance of their portals
    • coordinating and initiating training opportunities for schools in order to increase their awareness and overall knowledge of the platform, and for specific issues such as school reviews
  5. Compliance with the policies and procedures of the CEO’s Occupational Health and Safety (OHS) Management System, including requirements to report and eliminate hazards, follow instructions, and participate in training and consultation processes.

The key identified challenge of this role are:

  • To act in the provision of advice and guidance to influence decisions and practices whilst not holding the decision-making authority in schools
  • To self-manage work schedules and priorities within the requirements of the organisation and without close supervision

The Catholic Education Office is intentionally structured to promote the professional understanding of co-responsibility and co-accountability. Within this structure, this role is responsible:

Knowledge, Skills and Experience

Knowledge

  • An understanding of and willingness to work within the Catholic ethos- ESSENTIAL
  • Experience in policy implementation with strong attention to detail- ESSENTIAL
  • Deep knowledge of relevant legislation, International Risk Management Standard ISO AS/NZ 31000 and the Australian Compliance Standard AS 3806- ESSENTIAL
  • Relevant tertiary qualifications – at Cert IV or higher- DESIRABLE
  • A commitment to child safety with a knowledge of the Child Wellbeing and Safety Act 2005 -ESSENTIAL

Skills/Abilities

  • High level competency in Microsoft products, including Word, Excel, PowerPoint, Publisher- -ESSENTIAL
  • Highly effective communication skills, including dealing with difficult e conversations, as well as excellent negotiation skills-ESSENTIAL
  • The ability to create presentations and manage workshops and training events-ESSENTIAL
  • Strong interpersonal skills, and courteous, sensitive and understanding manner in dealing with people-ESSENTIAL
  • Ability to resolve workplace issues whilst maintaining privacy and confidentiality -ESSENTIAL
  • Ability to work without close supervision and to act independently where appropriate-ESSENTIAL
  • Proven ability to participate collaboratively and constructively with peers and other stakeholders as well as initiative and effective personal judgement when working alone-ESSENTIAL
  • Proven ability and willingness to operate and both an operational and strategic level-ESSENTIAL
  • A valid Working With Children Check-ESSENTIAL
  • A full driver’s licence-ESSENTIAL
  • Experience working in Catholic Education-DESIRABLE
